CLIENT OBJECTIVES - The
U.S. Department of State wanted a master plan and design
completed within a record time, fulfilling security
and sustainable design requirements, and demonstrating
sensitivity to the culture of the host country. Architectural
Advisor to the U.S. DOS Pietro Belluschi wrote in 1954
that the best way to display high American architectural
achievements for diplomatic purposes is for “The
sensitive and imaginative designer… to give serious
study to local climate and site conditions, to understand
and sympathize with local customs, and to grasp the
historical meaning of the particular environment in
which the new building must be set.”
